Yes, that is normal for the torque rods to move. There should be cotter pins that ensures that the nuts can't come off.

I was giving my big black bear a bath today when I noticed that the two Torque Rods can be moved with my thumb and fore finger. I immediately dusted off the tool box only to discover the nuts were tight.
Is this normal for the Torque Rods? For those with service manuals the Torque Rods can be found in Chapter 16 page 24.
